A graduate of Bellevue High School in Bellevue, Ohio, Jeff continued his education through studies at Kent State University, College of the Redwoods, and Cabrillo College. During his military career, Jeff proudly served in the United States Navy as an Ocean Systems Technician, supporting national security objectives and helping protect U.S. interests during the Cold War era. He received an Honorable Discharge in recognition of his dedicated service.
Following his naval service, Jeff earned certification as a Farrier and built a successful career in the horseshoeing industry that spanned more than 40 years. His commitment to craftsmanship, precision, and client service established a strong reputation among horse owners and equestrian professionals.
Jeff later transitioned into the real estate valuation profession, pursuing advanced training and earning his credential as a Certified Residential Real Estate Appraiser. In 1996, he also achieved accreditation as an FHA Roster Appraiser. Since then, he has provided independent appraisal and valuation services for homeowners, lenders, attorneys, government agencies, and real estate professionals.
Throughout his appraisal career, Jeff has developed extensive experience valuing a wide range of residential properties, including luxury homes, waterfront residences, golf course communities, and unique residential properties. He is particularly recognized for his specialized expertise in factory-built housing and non-traditional residential construction. His valuation experience includes mobile homes, HUD-code manufactured homes, modular homes, log homes, Structural Insulated Panel (SIP) homes, and prefabricated residences, including historic Lustron homes.
Jeff and his wife, Linda Isbell Mazzaferri, have shared a remarkable journey together since their marriage in July 1976. Celebrating their 50th wedding anniversary in 2026, they have raised two wonderful children and are proud grandparents to one grandchild. Over the course of their lives together, Jeff and Linda have traversed the United States, living and working in a variety of regions that have shaped their perspectives and experiences. Their journey has taken them from Ohio to the Outer Banks of North Carolina, to Eureka on California's rugged North Coast, and to Santa Cruz along California's Central Coast. They have also lived and worked in South Bend, Indiana, and later in Canton, Ohio.
In recent years, Jeff and Linda returned to the coast of North Carolina and made their home in historic New Bern. Today, Jeff provides professional residential valuation and appraisal services throughout the Central Coastal Region of North Carolina, including New Bern and the surrounding communities, the Crystal Coast, the Neuse River corridor, the Pamlico Sound region, and communities along the Pamlico River. His extensive experience with waterfront properties, unique residential construction, and diverse housing markets provides clients with a knowledgeable and dependable valuation resource throughout Eastern North Carolina.
Jeff is also an avid scuba diver who holds a Master Diver certification. From 2013 through 2019, he volunteered as a diver in the Manatee Springs exhibit at the Cincinnati Zoo & Botanical Garden, helping support animal care and educational programs. His diving experiences have also included guest-diver programs at the National Aquarium in Baltimore, Maryland, the Georgia Aquarium in Atlanta, Georgia, and the EPCOT Seas Aquarium at Walt Disney World in Orlando, Florida. Jeff plans to continue exploring aquariums across the United States that offer guest diving opportunities, combining his passion for marine life, conservation, and adventure.
